Beach replenishment work - update

I imagine I am no different from many of you in wondering where summer went, in that it didn’t seem to arrive on the south coast. But with most schools returning this week for the 2008-9 academic year, it is now time to turn our thoughts to preparing the beach for autumn and winter.

A beach recharge of Sovereign Harbour is expected to happen, but with continuing unseasonable weather it is being delayed as progress elsewhere suffers. Work is now not expected to start until the end of September.

In the meantime the first bulldozer is expected on 10th September to start work. This will closely be followed by the arrival of dumptrucks that will move shingle along the frontage, east to west, to reinforce naturally deleting areas such as Herbrand Walk, Normans Bay East and Beachlands.

Regular surveys have showed that there has been a build up of beach material at Cooden. This year for the first time we will be running dump trucks along the beach all the way from Cooden to the harbour. This will involve a lot more trucks than usual – probably 10, but because of the distance involved it will not result in a constant stream of vehicles. I expect to run them in groups of 5, and with a round trip taking over an hour, trucks should only pass any given location four times per hour. This work will take one week, Monday to Friday, and I will try and choose a week when the forecast is not going to encourage many people to be on the beach.

Despite the longer hauling distance, moving shingle from Cooden to the harbour is still more cost effective than importing increased amounts of sea dredged aggregate. It also maximises the benefit from shingle already here, and minimises the use of our sea bed gravel deposits, which are not infinite. A reduction in dredging should also benefit sea bed eco-systems. I will keep you informed as and when we expect recycling to start and when plant will be in different areas.

The unseasonable summer has meant that there is already a significant build-up of shingle on the southern harbour arm. The first bypassing of this beach will start in early October, which is when Eastbourne BC allow our lorries on to the road again.

Eastbourne Seniors’ Forum Open Meeting

Following on from its successful launch at Eastbourne's Congress Suite on 14th April, the Eastbourne Seniors Forum (ESF) will be holding an Open Meeting in the Hardwick Suite of the International Tennis Centre, Devonshire Park on 18th September 2008

The meeting will start at 5:00pm with light refreshments and the speaker will be Nigel Waterson MP in his capacity as the Chairman of the Parliamentary All Party Group for Older People.

ESF membership is free, and open to anybody aged 50 or over living or working in the Eastbourne area.

Sovereign Polyphony (female harmony choirs) - New session,new season, new members welcome.

Sovereign Singers - Wednesday morning rehearsal .

On Wednesday 3rd September in the Eastbourne Blind Society hall 124 Longstone Road (town centre near bus route) Eastbourne the Sovereign Singers open a new session of singing.

Prospective members come for refreshments at 11am on 3rd September. Socialising will be followed by singing until approximately 12:15, after which you make a decision to join the choir, become a social member or leave with no commitment. There are six vacancies for ladies voices in Wednesday morning choir. Lyrics are provided and a rehearsal CD is made available to assist learning of a wide variety of musical genre

To register an interest or find out more please call our MD on 470445 asap. We require members to be under 66 years on joining. If you are unable to come on 3rd September please phone for details of how & when you can join. Members may audition & sing in Polyphony as well.

Polyphony - Monday evening rehearsal.

On Monday 29th September our auditioned ensemble Polyphony will return to evening rehearsal at various local venues, sometimes around the harbour. Numbers are restricted for the evening ensemble (always between eight & twelve singers only ) and ladies must understand/read musical notation. This group sings more diverse & difficult material. District Commander's July update

The kids have now broken up for the summer break and we can look forward to Airbourne weekend.

Opportunist thieves are always looking for easy targets. As such can I ask everyone to be conscious of there own security. Make sure our properties are secure when we leave them and we close all windows that may afford access to our properties.

A number of push bikes have been stolen in the last few weeks and we are trying to security mark as many as we can. If you would like your bike security marked and placed onto the www. Immobilise.com website

There have been some messages in the press about incidents involving foreign students. I would like to take this opportunity of informing everyone regarding the work your local team are doing to keep students safe within the town.
I have a dedicated team looking at all incidents involving students and they are working closely with the local council and language schools to make sure students are as safe as can be within the town. Inevitably there will be some incidents involving the students. So far this year there have been 29 incidents and out of those 21 people have been charged. Two of these have involved a 14 and 15 yr old being
remanded in youth custody. This shows how serious I take this issue and our robust stance in dealing with these incidents is having the desired effect. So far this year the town has had over 20,000 visiting students so I consider that there has been a low number of incidents and the town is a safe place for our students to visit. We will continue to work with our partners to ensure we look at all opportunities to improve the safety of visitors.

Drugs remains an issue within the town. Last week two people were arrested in the Sovereign Harbour area of the town for supplying drugs from a flat. They have been remanded into custody having been charged and await a court date. A number of warrants have been executed following information from the
public and a number of people arrested. We will continue to target drug suppliers and deal robustly with them. I have a number of warrants ready to execute in the town in the coming weeks. My message to those people involved in this criminal activity is clear. I am coming to get you. Anyone with information regarding drugs issues is asked to call the local number or contact crimestoppers on 0800 555 111

I have had the pleasure in the last month to do a number of talks to local groups. I spoke to the Eastbourne conservative association and the Eastbourne Seniors. At both talks I was warmly welcomed and the positive feedback and ideas provided I found extremely useful.

If anyone would like me to talk to their group regarding Policing of the town drop me a line at Hammonds Drive Patrol centre Eastbourne.

My neighbourhood teams continue on there mission of doing as many street meetings as possible. If there is such a meeting in your street I would ask that you take the time to attend and speak to your local
officers. Even if you have no issues go and see them and meet them so you know who to contact should you ever need our services. The strength of policing within the town rests with you the public. Without your support we would not be as effective and I thank you for this support.

If you are going away on holiday during August please let your local officer know. They can then keep an eye on your premises whilst you are away. Also ask a neighbour to keep an eye out for you or your local
neighbourhood watch co-ordinator. We are lucky to have such an active neighbourhood watch in the town. Lets make use of them.

I hope the sun shines in August and those of you on holiday with your families have a fantastic break.

Remember Lucky?

JoJo the dog got a shock this morning as she trotted downstairs in eager anticipation of her first walk of the day.

The cheek of it. There on the middle balcony of her owner's house in Bermuda Place, her favourite dog bed had an interloper!

Lucky the cat had obviously become very tired exploring his expansive marina estate and decided a cat nap of extreme proportions was required.

By why put up with pavement, or harsh plastic patio chairs, when there's B&B with a sea view (bed and balcony that is).

JoJo barked "get up you lazy cat, that's my bed don't you know"

"Talk to the paw" Lucky purred disdainfully not even bothering to open an eye!

Lucky was later seen in the neighnour's kitchen where her cat, the Moocher's breakfast was being tested for harmful substances by Lucky.

Judging from the clean plate - no such substances were discovered and the Moocher has been cleared for the Beijing Olympics as the UK feline world's top chance of a medal in the ancient art of "dog boxing through the gate"

Have you seen Sid?

Has any one seen our little SID? Sid is a very beautiful white and black cat, he is extremely friendly and would let anyone stroke him.

He has been missing for a few days and, as he is not the type of cat to stay away from home, we are getting extremely worried about him now.

Please would you all check in your garages or sheds, or anywhere he could have got in to nose around. He has a very, very quiet meow, so please listen out for him. He is very well known around Bermuda Place in the South Harbour.

North Harbour Bridge timing trials

We have received the following statement from Premier Marinas concerning the trial of timed North Harbour bridge openings.

"TRIAL OF NORTH BRIDGE TIMINGS

THE SET TIMES FOR BRIDGE OPENINGS ELEMENT OF THIS TRIAL IS NOW COMPLETE AND THE NEXT PHASE OF THE TRIAL WILL NOW BE 'BRIDGE ON DEMAND' (FROM VESSELS REQUIRING A BRIDGE LIFT).

WE WILL BE RECORDING THE TIME IN WHICH THE BRIDGE IS IN THE RAISED AND LOWERED POSITIONS TO ASSIST US WITH OUR ANALYSIS. THIS WILL COMMENCE ON 14 JULY 2008 AND IS CURRENTLY PLANNED TO CONTINUE TO 27 JULY 2008."

We have suggested to Premier Marinas that there is no value in continuing the timed openings for a further week, and have requested that the previous system is reinstated until all interested parties can be consulted on the best way forward

District Commander's June update

The longest day has now been and the sun is shinning. We can begin to look forward to the summer holidays and all that’s good in life.

You can be assured that your local Police are doing all they can to make sure that the town remains a safe place to live, work and visit.

We are now a quarter of the way through the Police performance year and I can report that overall crime is down yet again by about 10% compared to this point last year. That’s over 220 less victims of crime. Burglary is of particular note as that is down by over 50%. We need to make sure we all play our part to keep burglary low.

I would ask you all to make sure you look out for elderly neighbours or relatives who may be victims of bogus callers. We are seeing a trend of people posing as water board officials and gaining entry to houses on the pretext of checking a leaking tap. Once inside these people then steal items from within the house. I would ask everyone to remind our elderly residents not to let anyone into their houses unless they are 100% sure they are who they say they are. If anyone is not happy with people who call at the door then I would ask them to call the Police so we can come and check them out. I would rather have a 100 false alarms than suffer 1 burglary.

If anyone has concerns about the safety of elderly friends or relatives and would like Police to visit to access the risks then please contact me via e-mail or phone at richard.coates@sussex.pnn.police.uk or 0845 6070999. We have a number of methods we can use to protect vulnerable residents from criminals who prey on them.

A number of people have been jumping off the pier in the last month. I would just like to state how dangerous this is. If this continues someone will be seriously injured or even die. Please do not engage in this behaviour. Those that are caught are being dealt with by my officers and can face a fixed fine of £80.

I have been to a number of Neighbourhood panels this month. I am due to go to the Ratton panel in the coming week which seems to be going from strength to strength and really focusing on the problems that cause local residents anxiety. I am really thankful that our partners are fully engaged in these panels and they are beginning to have significant results. If anyone would like to be involved in their local neighbourhood panel please contact your local Police officer of PCSO.

Immobilise is now up and running in the town and I hope you have seen the posters and publicity surrounding this. This is a free service which allows you to place all items with a serial number, on a secure website so if they are ever stolen we have a better chance to get the property back from the thieves. It is also extremely helpful if you lose property as well as we check all found property on the immobilise website and if its been registered by you we can then return it.
I would urge everyone to visit the website www.immobilise.com and register your property. If you are not on the Internet and would like your property registered contact me as above or send me details in the post and my officers will do it for you. Working together we will crack crime.

Once again thanks to everyone within the town for the support you are giving your local Police. If we all work together we will continue to drive down crime and keep Eastbourne the safe and secure place it is.

Changes to bridge operation

After further consideration, Premier Marinas has decided that the trial of regular bridge openings (see news 18th June) will be restricted to the North bridge only. The trial will start on 30th June, and last for one month.

The bridges will be closed to pedestrians from 10 minutes past until 25 minutes past each hour, and again from 40 minutes past until 55 minutes past each hour.

Places still available for Brighton Races on 6th July

Due to late cancellations, there are still a few places remaining on the Sovereign Harbour Racing Club's visit to the popular Brighton Race course for the annual family day on Sunday 6th July,

The price per adult is just £25, including return coach travel, course admission and admission to the Grandstand.

The club's trip to Glorious Goodwood’s family event on Sunday 24th August is likely to be oversubscribed and all of those who travel to Brighton will be guaranteed a place on that trip.

Adoption Update

SOVEREIGN HARBOUR NORTH - June 2008

Country Homes - St Lawrence Way, St Lawrence Mews (Heritage Quay) - Sec38/126

Section 38 Agreement in place. Work substantially complete for sometime. Contact has been made recently (08.08.07) with Country Homes to carry out essential street lighting works in order to progress the Section 38 Agreement. Street lighting installed W/C 10 March 08 but awaiting connection by EDF.
Reduced maintenance period to apply. Adoption now anticipated July /Aug 2008.

Millwood Homes - Seattle Drive, Campbell Mews, Johnston Place, Wellington Quay, Auckland Quay(Areas Q, part, Z, part) - Sec38/132

Section 38 Agreement in place. Part 1 and Part 2 Certificates of Completion have been issued and street lighting has been approved by E.S.C.C.
Maintenance certificate (part 2) issued 26.09.06.
Pre-Adoption site visit took place on 22.08.07 and once all remedials have been identified and repaired adoption can take place. Problem with street lighting -roundabout up lighters incorrectly fed off private supply will require re-wiring. Pedestrian visibility safety audit issue resolved with works planned.

Persimmon Homes - Barrier Reef Way, Coral Reef Way, Brisbane Quay, Tasmania Way, Hobart Quay (Areas Y&Z) - Sec38/125

Section 38 Agreement in place. Part 1 and 2 Certificates of Completion issued and street lighting has been approved by E.S.C.C.
Maintenance certificate (Part 2) issued August 2005.
Minor remedial works outstanding:- surface water drainage and painting of street lighting lanterns.
Remedial works to retaining walls complete and cleared for adoption.
Anticipated adoption July 2008

George Wimpey- Pitcairn Avenue, Somoa Way, Solomons Close (Area K) - Sec38/124

Section 38 Agreement in place. Part 1 and 2 Certificates of Completion issued and street lighting has been approved by E.S.C.C. Maintenance certificate (Part 2) issued August 2002. Pre-Adoption schedule of remedial works have been prepared and agreed with the developers contractor following a site meeting carried out in August 07 and again in April 08.
Once these remedial works have been carried out adoption can proceed. Outstanding issues with Stage 3 Safety Audit (Jan 08.)

MacLean Homes - Vancouver Road, Anchorage Way (Area K) - Sec38/127

Section 38 Agreement in place. Part 1 and 2 Certificates of Completion issued and street lighting has been approved by E.S.C.C. Maintenance certificate (Part 2) issued April 2005.
Pre- Adoption schedule of remedial works have been prepared and agreed with the developers contractor following a site meeting in August 07 and again in April 08. Awaiting additional Camera Survey on surface water drainage. Safety Audit requirements outstanding Audit (Jan 08)
Once these have been carried out adoption can proceed.

W.H. Stratton - Admiralty Way, Chatham Green (Area L) - Sec38/136

Section 38 Agreement in place. Part 1 and 2 Certificates of Completion issued and street lighting has been approved by E.S.C.C. Maintenance certificate (Part 2) issued June 2005. Licence for Lych gates to finalised. Pre adoption inspection carried out April 08 Minor remedial works to be carried out shortly. Street lighting cleared for adoption. Surface water drainage cleared for adoption.
Adoption anticipated early summer subject to Lych Gate Licence.

Jones Homes - Eugene Way-Road 1 Only (Area M) - Sec38/153

Section 38 Agreement in place. Part 1 and Part 2 Certificates of Completion issued and street lighting has been approved by E.S.C.C.
Maintenance certificate (Part 2) issued July 2006. Drainage camera survey received Jan 08 and cleared for adoption.
Adoption anticipated July 08

Whiteoak - Long Beach Mews, Long Beach Close (Area X) - Sec38/128

Section 38 Agreement in place. Part 1 and Part 2 Certificates of Completion issued and street lighting has been approved by E.S.C.C.
Maintenance Certificate (Part 2) issued February 2007.Outstanding remedial works complete final inspection required further minor remedial works. Stage 3 Safety Audit requested.
Adoption now anticipated July/August 08.

Section 38 Agreement in place. Part 1 and Part 2 Certificates of Completion have been issued and street lighting has been approved by E.S.C.C. Maintenance certificate (Part 2) issued June 2004.
Pre-adoption site meeting took place on 20.08.07. Remedial work have been completed.
Final inspection arranged for early July 08. Awaiting CCTV survey of Surface Water Drainage.

Barratt Homes (Previously David Wilson Homes) - Phoenix Drive (Area U) - Sec38/130

Section 38 Agreement in place. Part 1 Certificate of Completion has been issued.
Previously a David Wilson Homes site this has recently been taken over by Barratt Homes.
Part 2 maintenance Certificate issued February 2008. Street lighting cleared for adoption. Awaiting CCTV Surface Water survey. Final inspection carried out April 08.
Minor remedial works required prior to adoption now anticipated July/ Aug 08.

Persimmon Homes - Macquarie Quay Area Q - Sec38/155

Section 38 Agreement in place. Part 1 and Part 2 Certificates of Completion issued and street lighting has been approved by E.S.C.C.
Maintenance Certificate (Part 2) issued January 2007. Pre adoption inspection carried out and minor remedial works to be carried out.

Pedestrian access to outer harbour promenade and inner harbour walkway secured by legal agreement.

Please Note:

All the above time estimations on adoptions are dependant on the developers commitments to complete any remedial works and to finalise all the associated paperwork required for the final adoption.

Part 1 Certificate.

A Part 1 Certificate of Completion is issued when works have been completed to a pre determined stage and will include:-

  1. All highway drainage
  2. All other drainage contained within the highway.
  3. All kerb foundations and where appropriate kerbs including lowering at vehicular crossings and pram crossings.
  4. Carriageway sub-base roadbase and any supporting structure thereto.
  5. Carriageway Base Course surfacing.
  6. Demarcation of Sight lines and clearance of vision splays.

A Part 1 Certificate of Completion is required for the section of road leading to individual properties prior to occupation.

Part 2 Certificate

A part 2 Certificate of Completion (sometimes referred to ad the maintenance certificate) is issued when all of the works covered by the adoption agreement have been completed. The issuing of this certificate triggers the start of the maintenance period which is usually 1 year. At this point the street lighting day to day maintenance becomes the responsibility of the County Council. The rest of the estate roads etc remain the responsibility of the developer.

  1. Prior to the issuing of the Part 2 Certificate the following works are required:-
  2. Street lighting and street furniture
  3. All outstanding kerbing not completed in Part 1
  4. Pedestrian Ways
  5. Carriageway wearing course
  6. Vision splays and verges
  7. Road markings
  8. All other works described in the Specification and in the Drawings.

Final Certificate of Completion

The Final Certificate of Completion is issued at the end of the maintenance period subject to any remedial works being carried out. At this stage the roads footways etc become public highway and are then maintained at public expense.

50,000 Pay and Display Parking Tickets to Remind Drivers “Don’t Get Sat Nabbed”.

The Eastbourne Crime Reduction Partnership is using the opportunity to remind drivers of the need to take their satellite navigation systems out of sight when they park in the town’s pay and display car parks with the stark message:

“Vehicle crime is down in Eastbourne, don’t be one of the victims left – Don’t get Sat Nabbed

Some 50,000 parking tickets have to be printed and the Crime Reduction Partnership is seizing the initiative and publishing its car crime prevention message on the back of every ticket.

Bob Gough, of the Eastbourne Crime Reduction Partnership said : “car crime is continuing to fall in Eastbourne for the third year in a row the number of reported thefts from vehicles has fallen, down from 1117 in 2003/04 to 439 in the twelve months to 31 March 2008, a 60.7% drop over the three years. We need to take every opportunity we can remind drivers to take extra care with their belongings.

Leaving a satellite navigation system holder or dashboard disk in view gives the opportunity for a thief to steal the owner’s belongings and cause damage to a vehicle. The damage to the vehicle and the inconvenience to the driver is often more costly to repair than the goods stolen”

During a period from 1st January 2005 to 31st December 2005 some 21 satellite navigation systems were reported stolen in Eastbourne, during 2006 the figure rose to 52 and last year the figure rose again to 68 and for this reason the Crime Reduction Partnership is mounting this high profile campaign to raise driver awareness.

Overall, crime in Eastbourne is down by 21% when compared with the situation 3 years ago.

Changes to bridge operation

In order to improve safety, Premier Marinas will be closing the North and West harbour bridges at set times, for a trial period. The trial will start on 30th June, and last for one month.

The bridges will be closed to pedestrians from 10 minutes past until 25 minutes past each hour, and again from 40 minutes past until 55 minutes past each hour.

SHRA supports MVS fun weekend

As usual members of the SHRA committee manned a stand at the MVS fun weekend. Many members took the opportunity to call in for a chat to discuss harbour issues and to put forward their ideas of how best our ward councillors might use the £10,000 that has been allocated to Sovereign Ward by the Borough Council. Ten more residents took the opportunity to take out membership of the Association and add to our collective voice.

After formally opening the event, Eastbourne's MP, Nigel Waterson called in for an update on harbour issues from SHRA chairman, Rick Runalls and committee member, Ian Weeks.

The chairman of East Sussex County Council, Bob Lacey also called by for a chat.

Eastbourne District – Local Policing – Keeping Eastbourne Safe

Immobilise.com is a website where anyone can create their own personal and secure account and register their mobile phone or any other property for FREE.

This simple online process will take only a few minutes, registering not only mobile phones but any other items of property such as Sat Nav’s, Laptops, Watches, Cameras and anything else that can be identified by make, model and serial number.

Police success following car break-ins

A male has been arrested following a number of thefts from unattended vehicles. A large number of incidents involving satellite navigation systems being stolen from cars have been reported to Police, and following a strict policy of dealing with these cases, a male has been identified from fingerprints left on the vehicles involved.

PC Ed Faulkner, neighbourhood constable for the area said: "This is great news, a number of people have been affected by these crimes, which cause such problems for vehicle owners. However, I would like to stress the need for people to be responsible when leaving their vehicles unattended and removing all valuable items."

Community Police Update by PCSO Roy Collins

We are seeing an increase in Theft from unattended vehicles in our area. Satellite Navigation Systems are a popular item for these break ins. Obviously, they will attempt to steal any items of value that are left on display as well as Sat Navs. The indicators are often there for the opportunist car thief. i.e. leaving the Sat Nav holder in the windscreen. This often means the unit itself is in the glovebox so a window is broken to gain access. Please be aware that leaving any valuables on display in your vehicle will encourage these people.

Car parking continues to be a major issue, especially on the harbour. Pavements are for pedestrians and not for parking. Fixed penalty notices for this offence will be issued at a cost of £30 to offenders. Drop down kerbs are also there for a reason. Wheelchair users have no other method of crossing the road safely so please be mindful of these restricted areas. Unnecessary obstruction of any part of the public highway also carries a fixed penalty of £30.

We find a number of abandoned bicycles on the area. Returning these cycles is not always easy. Stop your PCSO and ask for your cycle to be marked with Ultra Violet pen for better traceability.

Finally. The warmer weather seems to have arrived(fingers crossed) and barbecue parties are on the cards. Have a great time and enjoy but at the same time please be considerate towards your neighbours. Not everyone enjoys loud music until 2 in the morning. Environmental Health will get involved with this sort of Antisocial behaviour.

Sovereign Harbour resident presents cheque to Save the DGH campaign on behalf of SHRA

When the Save the DGH Battle Bus came to the Sovereign Harbour Waterfront this morning, South Harbour resident and expectant mum, Tonia Mitchell presented a cheque for £500 to Nigel Waterson MP, on behalf of SHRA members, to add to the fighting fund.

Tonia, who is due to give birth to her second child at the DGH in three weeks time said: "I'm so pleased to have been able to be here, it's so important that maternity services are retained in Eastbourne."

SHRA Chairman, Rick Runalls, said: "This donation was made by the members of the SHRA from their contributions to the Association. Our members are very aware of the importance of this campaign and of the consequences for future Eastbourne mothers and babies if the DGH Maternity Unit is closed."

Save the DGH Battle Bus to visit Sovereign Harbour Waterfront

At 10:00am tomorrow, Friday 9th May, the Save the DGH 'Battle Bus' will visit the Sovereign Harbour Waterfront so that the campaign team can receive the £500 donated to the campaign by the members of the Sovereign Harbour Residents Association.

The donation was proposed to the members on behalf of the committee by SHRA Chairman, Rick Runalls at last week's AGM, and agreed overwhelmingly.

South Harbour resident, and expectant mother, Tonia Mitchell will present a cheque on behalf of SHRA members. As Tonia is expecting to give birth to her baby within the next three weeks at the DGH, this is particularly appropriate.

May is now upon us and the warmer weather is here.

That leads to the opportunist thief being given more opportunities because we tend to leave our doors open and our cars unlocked.

Can I ask all residents of the town to be security conscious and do not leave doors and windows open at low level. Can I also ask that car owners remove satellite navigation systems from their cars as well as the cradle from the windscreen. Lets all help ourselves to cut crime. We can do this if we all work together.

I promised to update you with the current state of the investigation into the smash and grab incident at Brufords jewellers earlier in the year. I am pleased to say that a number of people from outside Eastbourne have been charged with this offence and are remanded in custody. This result was achieved due to the hard work of your local neighbourhood CID team who took on a national investigation and tracked down the offenders.

Your local CID also arrested two males who had robbed students in the town with an imitation firearm. The quick time investigation resulted in the males being charged with Robbery. This sends out a clear message to the criminals that we will not tolerate crime against our visiting students and will deal quickly and robustly with any incidents.

In June Eastbourne district will be launching a new property register in partnership with other agencies. This will help us catch criminals who steal property such as mobile phones, IPODs, cameras etc. This is a national imitative being trialled by your local Police team. Watch out for information on how you can help us to protect your valuable possessions.

We are now beginning to see the benefits of neighbourhood policing. More and more of you are attending our street meetings and I would urge as many people as possible to attend so that we get your views on how to make your neighbourhoods safer and a better place to live. I have secured funding for a further 12 months to run operation Blitz to tackle anti social behaviour and have secured extra funding to place more staff into the town centre to provide the public reassurance you all keep asking me to provide. This will not only make everyone feel safer seeing the Police on the streets but you will actually make you safer.

I would just like to remind everyone that Eastbourne is a safe place to live, work and visit. Crime is being reduced and already this year we have reduced it further. Your local teams will not rest on the success we have had in the past. Together with our partners we will strive to cut crime as much as possible. We will use all methods open to us such as closure of premises being used for drug activity which we did in the last few weeks in Seaside Road. This was due to the investigation over a number of months by the Devonshire neighbourhood specialist Officer PC Scott Franklin- Lester.

This month I attended the launch of the Eastbourne Seniors forum. This well organised and well attended event at the Winter Gardens gave me the chance to meet a number of local residents. I fully support the forum and will do all I can to assist them in their ventures during the coming years. This gives the people of the town who are over 50 a real voice and by their united action they will be a group to shape the future of the town. I wish them success.

We can now all look towards the summer with the hope that the sun will shine. Rest assured we will be out and about on patrol and keeping you safe and secure. Premier Bank Holiday Roadshow overflow parking plans

Premier Marinas is expecting considerable interest in its roadshow, which will take place at Sovereign Harbour over the May Bank Holiday weekend. In order to avoid inconvenience to residents, it is planned that the outer harbour peninsula will be used, if necessary, as an overflow car park.

The area will be controlled at all time by a member of Premier's staff.

Sovereign Polyphony Singers - Music Speaks

On 23rd May, the Sovereign Polyphony Singers will be performing a 'Musical Miscellany Concert' in aid of the Eastbourne Blind Society (EBS) at the headquarters of the EBS at 124 Longstone Road, at the junction of Bourne Road in Eastbourne town centre.

The evening concert will comprise many varied songs and feature the soloist Helen Sheppard. Do not be concerned about coming along if you have never been before, the atmosphere is very friendly and the music is suitable for everyone who enjoys singing, whatever age from 8yrs -98yrs .

Doors open at 7:10pm and entry to the concert, which will finish around 9:30pm, is free BUT exit is by suitable donation to the EBS. There is no profit made or any cost removed during the evening, we guarantee all donations go directly to the charity. Choir members have rehearsed to present a relaxing Spring evening concert and would be delighted to see Sovereign Harbour residents supporting them and this worthwhile local charity.

Operation Buoyant success

A Police operation looking at Speeding, and general crime in Sovereign Ward has come to end. Police mounted the operation after complaints of speeding vehicles other related problems from the SHRA, residents, and local Councillors. A total of 320 hours high visability patrol has been conducted by Police Constable, Sargeants, and Police Community Support Officers. Extra efforts have been made with the mobile speed camera with tickets being issued to offenders. The worst speed recorded was 51mph and this was on Prince William Parade.

PC Ed Faulkner, Neighbourhood Specialist Constable for the ward, said "I am really happy with the results of our efforts. Sovereign ward has been blighted by speeding vehicles for some time, and these extra patrols continue to re-inforce the message that Police are serious about the issue of speeding. Even though this operation has now ended, Police continue to monitor speeding and will continue to issue £60 fines and 3 pts on your license where you are found to be speeding.

On a more general basis everyone fears that with the warmer weather that anti-social behaviour will rise. The neighbourhood team is already preparing for this and working with our partners to reduce the impact on residents"

Beachy Head Volunteers


The Beachy Head Countryside Centre is home to a gift shop, gallery and a small heritage museum, and is open daily from April through to the end of October. The centre is a registered charity, gets no support from either the Eastbourne or East Sussex councils, and is staffed entirely by a committed team of volunteers.

A number of harbour residents are already helping out at the centre, but Hazel is desperately looking for more volunteers for the occasional 3 hour shift (morning or afternoon) to help in the shop.

Beach replenishment work - update

With no windy weather predicted for the next few days, the final three high tides of spring are not expected to create any problems. All machines moving shingle left the beach on Friday, and with luck will not need to return until the autumn. One bulldozer remains to remove ruts from the beach crest and generally re-grade disturbed areas. This should finish early next week. Two men will be going along the beach on the early morning low tide this week removing any loose or protruding groyne parts. These may be piled at the top of the beach for a couple of days before being collected by a small dumper.

Hopefully there will be a long and pleasant summer to enjoy before it all starts again in the autumn.

First Ever Premier Roadshow Coming to Sovereign Harbour

The first of the Premier Roadshows will be held at Sovereign Harbour Marina in Eastbourne on the first May Bank Holiday weekend, 3rd to 5th May, hosted by Premier Marinas with many onsite tenants participating.

Sovereign Harbour Community Council becomes a real possibility

On Monday 31st March, the SHRA chairman, Rick Runalls presented a petition to Eastbourne Borough Council’s Local Democracy Manager, David Robinson, requesting the formation of a Community Council for Sovereign Harbour.

The petition, containing the signatures of well in excess of the minimum 10% of the registered electorate, effectively triggers the process that should lead to the formation of a Community Council for Sovereign Harbour.

District Commander's April update

I start this months message with some good news.

During the month of February we have been hit by a series of burglaries in the Old town area of Eastbourne. Burglary is a despicable crime and we treat all reports seriously.

I deployed extra officers into the area during the most significant times. My Inspectors and myself patrolled the area in plain clothes in an attempt to catch the offender. I now know every little alley and road within the old town. This failed to track the offender. We all took this personally and my staff gave up their rest days to come in and patrol the area to try and catch the offender.

I am pleased to say that due to this a male was stopped in the area by plain clothes Police officers. He was subsequently arrested for going equipped for theft. A search at his home was made and a large amount of property recovered. He was later charged with 7 house burglaries and remanded into custody. He was technically bailed on a further 7 offences whilst we investigate further. This has removed a burglar from the streets of Eastbourne and thereby keeping the people of the town safe.
I am proud of the fact that my staff gave up time they could be spending with their own families to keep the town secure and catch this prolific offender.

We have now reached the end of the Police performance year. As I said last month I can now report on how well your local Police have done.

Overall crime has been reduced by 8% That’s 800 people who have not been a victim of crime this year.

Burglary Dwelling has been reduced by 30%

Car crime has been reduced by 32%

Criminal damage has been reduced by 10%

Violent crime has remained the same as previous year.

Having said that injury violent crime has been reduced by 15%. You may be aware that I am very tough on anti social behaviour and threatening behaviour. I encourage my staff to issue fixed penalty fines for anyone acting in such a manner. I see this as a deterrent to future behaviour. The only down side is that for every ticket issued this is counted as a violent crime under home office counting rules. But, this tactic has reduced the number of people being injured in assaults so the early intervention by my staff has had the desired effect.

Bringing offenders to justice is also key to reducing crime and public satisfaction. I am proud to say that Eastbourne have brought more offenders to justice than any other area of Sussex in the last 12 months. Nearly 40% of all crime within the town has been detected by your local Police team. This is in key areas such as vehicle crime and dwelling burglary and we have exceeded the targets set by Sussex Police for the detection of such offences.

These figures are not down to the Police alone. We work in partnership with a host of agencies and without their assistance and support we could not achieve success.
The local crime reduction partnership is a key player in reducing crime, the assistance of the local council, enforcement officers, local councillors, fire service, probation, safer communities team, youth services and many more help us to reduce and detect crime and keep you safe.

Having said that there is one important set of people I have not mentioned. That’s the public of Eastbourne. Without your help, support and commitment to live in a crime free area your local Police would not be able to operate. We Police by consent and we truly thank the public of Eastbourne for all the help and support we get. Through volunteers, neighbourhood panels, Neighbourhood watch and a host of other organisations we tackle the problems that have the greatest impact on you.

I hope the success Eastbourne has had in tackling crime and anti social behaviour continues in the coming year and I look forward to working with you al
