28 July - Feel you've been ripped off? - The BBC have
requested we ask our members to help them with a new series of
BBC1's Rip Off Britain. They are looking for people to get
in touch with their researcher, Katie Cooksey, and tell her about
problems they have had with companies and services. They are looking
for people who are not camera shy and who have the
paperwork/evidence to back up their claim.
Problems they are looking into at the moment include: Water bills,
funeral costs, utility bills, cost of directory inquiry e.g. 188
phone numbers, problems with online supermarket deliveries (food
close to sell-by date etc.), weekly payment stores' (e.g. BrighHouse)
APR and service cover costs, private medical insurance, people who
have bought "HD Ready" TVs without realising they will need to buy
extra equipment to get HD, insurance, banks, car problems… and many
more.

23 July - Two Harbour food businesses shut - The Water
Dragon restaurant and The Chippy appear to have suddenly shut up
shop. A notice on the door of the Water Dragon says they are closed
for refurbishment and will reopen in August.

22 July - New trolley recovery service - If you spot Asda
supermarket trollys abandoned on your street, or anywhere around the Harbour,
you can phone Tony of Trolley Wise on 07930 662042 to
report it. Please be as precise as possible on the trolly's
location. Or you can ring Asda customer services on 01323 470 014.
Non-Asda trollys abandoned on the Harbour walkways can be reported
to Premier Marinas 01323 470 099.

July - New SHRA Committee Members - In response to our appeal
for new committee members the following SHRA members have agreed to
be co-opted on to the committee to serve until the next AGM: Roger
Kiernan, Chris Mepham, John Beney and Anton Levy.
Sadly, we bid a fond farewell to John and Carol Teasdale who have moved off
the Harbour, and thank them very much for all their support and work as
membership secretary and committee members.

July - Bike thefts - The message below is from Sgt. Ed
Ripley Neighbourhood Policing Team.
"We have received a number of reports of bicycle thefts from
insecure sheds and communal parking areas. Please ensure that your
bicycles are locked with a good quality lock.
I would also suggest using a heavy duty padlock to secure your shed
door. Shed alarms are also available and may be purchased through
your local Neighbourhood Watch Co-ordinator. Please contact me for

More advice. The thieves seem to be targeting expensive bikes. If
you have a posh bike, use at least one, preferably two, heavy-duty
shackle locks marked as offering bronze, silver or gold protection.
Most cable types are easily cut.

July - Open Meeting on Sovereign Harbour Trust contributions -
The Sovereign Harbour Trust is planning to transfer Sovereign
Harbour 'Rent Charge' collection activity from the Sovereign Harbour
Trust to the Sovereign Harbour (Sea Defences)
Community
Interest Company at the end of September 2010.
This will have ongoing consequences for Sovereign Harbour property
owners, so we feel it is essential that they are given a full
explanation of the reasons for the change, and any benefits those
changes will bring to them.
SHRA has arranged a meeting open to all Harbour residents about the
payments we contribute to the
Sovereign Harbour Trust (SHT).
The meeting will take place at the Haven School, Atlantic Drive at
11am (doors open 10.30) on
the morning of Saturday 11 September 2010.
Representatives of the SHT and other interested bodies will be
invited to attend.
If you have any concerns or questions about the annual payments we
make to the SHT for flood defences you are urged to mark this date in
your diary now and attend the meeting.

July - New bus timetable -A revised timetable for the
5/5a/51 bus routes that serve the North and South Harbours comes
into force on Sunday 25th July. Most changes seem to relate to
Sunday services.

July - Cross-harbour Bus Link update -At the invitation of SHRA Chairman,
Jan Weeks, the East Sussex County Council Lead Member for Transport
and Environment, Cllr. Matthew Lock came to the harbour this morning
to discuss the provision of the long awaited cross-harbour bus link,
for which planning consent was granted in 2003 and renewed in 2008.
The consent requires that work commences by 25th November 2011.
Jan gave Cllr. Lock, accompanied by Sovereign Ward County Councillor,
Cllr David Elkin, a tour of the area. She explained the difficulty
of travel by road between the North and South Harbours, and the
benefits that would be derived from the provision of the bus link.

Cllr. Lock thanked SHRA for the invitation and said that although
funding was difficult at this time, this project should not be
impacted by impending cuts as the funding had already been secured
through a s106 agreement. The Councillors left to attend a meeting
with EBC officials to discuss the next steps, promising to provide us with an
update as soon as possible.
The current planning consent shows that the bus link will cut
through from The Waterfront service road, pass along the side of
Fitness First, go through the Retail Park car park and then out onto
Pevensey Bay Road via the Asda roundabout. Access would
probably be
controlled by bollards at the bus lane entrance,
triggered up and down by the buses.

July - Improving the Harbour environment - SHRA wrote to
Premier Marinas earlier this year calling for improvements to the
rather uninviting area adjacent to the locks at the end of Key West.
Also known as Site 11, this area is an important part of the popular
link between the inner and outer harbour walkways, yet seems to have
been left unfinished and unsurfaced.
To date we have received no official reply to our letter, although
we have heard 'off the record' that Premier are unlikely to make
any changes to the area.
SHRA will continue to press for this part of the harbour walkway to
be properly landscaped with low gradient slopes, all-weather paths and hand rails,
so as to make it more easily accessible for all residents and visitors.

July - Response from Southern Water - a resident
received the following response to his complaints about the foul
smell that last month invaded the harbour from the waste water
treatment plant - no apology, you'll notice!
"Thank you for your e-mail received on 23 June 2010, concerning your
concerns with the bad odour coming from Eastbourne Treatment Works.
There is a major refurbishment programme at the Treatment works
which will continue to the end of the year. This has resulted in
exceptional demands on the odour removal plant. The increased demand
on odour removal results in exceptional chemical usage to control
odours being released.
Improvements being installed as part of the refurbishment project
will improve the internal ventilation; this will reduce the load on
the existing scrubbers. The chemical replenishment has been
increased to ensure the odour removal plant continues to operate at
optimum performance.
Bob Phillips, our Wastewater District Manager, has met with the
Environmental Health Manager. They were very satisfied that we are
putting the correct measures in place to deal with the immediate odour issues that are resulting from the refurbishment.

Update: We were pleased that Local Councillors Susan Tarrant and Margaret Salsbury both raised the issue with the EBC Environmental Health and Highway teams. Susan has requested further monitoring and has sought assurances about any possible health issues should the Works again run out of chemicals.

June - The pong is back! - Once again this morning our beautiful sea air
was being tainted by the foul smell that appears to come from the
Water Treatment works at Langney Point. This issue was raised last week
with EBC and Southern Water.
At that time Southern Water said the pong was because they had run out of some chemical and were
urgently getting new supplies.
They also said that they had no complaints logged, so please don't
just leave it to others, but register a complaint yourself so that
Southern Water and EBC are left in no doubt that we will not put up
with this stink every week. See item below of 23 June for phone

June - Latest Medical Centre update - from Peter Waugh,
Project Co-ordinator.
1. Harbour Medical and Carillion have agreed a price for the
purchase of the site for the Medical Centre. The main terms to the
legal agreement for the land sale are being finalized.
2. Harbour Medical and Carillion have agreed the detailed design of
entrances and boundaries and these are lodged with Eastbourne
Council as part of the follow-up to the planning permission which
was granted last year.
3. When the District Valuer is able to agree that the total
financial package is deemed to represent ‘Value for Money’ for the
NHS, the PCT will be able to consider the whole business case so that
the Board can confirm the level of funding available for the
project.
4. A variation has been made to the vehicular arrangements to the
proposed Medical Centre which will now enable access to the car park
from Pacific Drive. The variation will involve a revision to the
planning consent which has now been submitted to the planning
department. The proposed revision should speed up the delivery of
the facility as the amount of infrastructure required has been
reduced.
5. Proposals are also being considered for the removal of the
surplus material which is on and adjacent to the proposed Medical
Centre site.

June - Eastbourne stinks! Pong from Water Treatment Works - the horrible smell
that appears to be coming from the Water Treatment Works at Langney
Point, has been getting worse over the past few weeks and today it
is particularly strong - a day when it would be nice to sit outside
SHRA has received complaints from all over the Harbour. Environmental Heath have
told us that the smell is not dangerous from a heath point of view.
But it is very unpleasant.
Residents and visitors shouldn't have to put up with this.
I
would encourage you to complain to
Southern Water who run the Works, EBC and our
local councillors.

24 June - Update:
Southern Water have admitted that this is their problem. They tell
us that the Treatment Works ran out of a chemical used to suppress
the smells. They hope to get new supplies today (Thursday).

June - Foxes - in view of the recent stories in the media
about fox attacks in London and Brighton, Trevor Weeks, Director of
the East Sussex Wildlife Rescue & Ambulance Service (WRAS), has
written an article warning against 'fox fear'.

June - If in doubt, keep them out! - Operation Liberal
(currently known in Sussex as Operation InRoad) - is the national
response to distraction burglaries, rogue traders and bogus callers;
commonly referred to as 'Doorstep Crime'. These type of offences can
be committed by offenders who are known to travel across borders and
further afield to conduct their crimes.
The Operation Liberal team has issued a leaflet listing excuses and lies
used by these criminals to try to trick their way into your home,

June - Airbourne collecting volunteers wanted - Message
received from St Wilfrid's Hospice - I am writing on behalf of St
Wilfrid’s Hospice to ask if you, your colleagues or friends, would
be willing to spare 2 hours of your time to collect on behalf of the
hospice during Airbourne this August.
St Wilfrid’s Hospice is the benefitting charity of Airbourne this
Summer, and we are looking for volunteers to give 2 hours of their
time to collect in aid of the local hospice. Airbourne runs from
Thursday 12th August-Sunday 15th August.
There will be a fantastic incentive involved. All volunteers will
put their name into a hat and could win a 3 course meal for 2, with
champagne on arrival, at The Aviator Club on the Seafront, with
arena side viewing of the Airbourne show on Sunday 15th August.
I have
attached a poster asking for volunteers and would appreciate it if
you would display this in your offices or elsewhere.

June - FreeSat Television - A neighbour in my block tipped
me off about this and I thought I'd pass it on.
Like me, you may not have realized that your home's 'Sky' satellite dish, or the satellite
aerial socket in your apartment, are not Sky-exclusive. The dishes,
including the communal ones fitted in apartment blocks, don't just pick
up Sky - they also pick up FreeSat
and other satellite channels, so can be connected to any satellite
set-top box including the FreeSat ones that are now available.
So, if you want a load of TV and radio channels, including BBC and
ITV
HD, but don't want to pay a subscription, buy a FreeSat HD box or a
TV with FreeSat built in, connect it to your old 'Sky' dish or
communal satellite socket
and away you go.
The FreeSat HD boxes are a bit overpriced at the moment because it is still
relatively new technology and because of the Word Cup demand, but if
you shop around for low prices (try
Amazon), they can pay for
themselves in a few months compared to a Sky subscription.

June - SHRA PayPal account working again - PayPal recently suspended our
account because they needed to run checks that we were a legitimate
organisation and that we weren't money laundering!
We have now completed their vetting process and our account has been
fully reinstated. You may now once again join SHRA on-line safely
and securely using your credit card.
►12 June - Minutes of SHRA AGM published - we have
published the minutes of the AGM held on the 27th May and attended
by close on 150 members.

below) SHRA has written to Eric Pickles, the SoS for
Communities, to enquire whether his Department can give us any
assistance in opposing the findings of this report that threatens
more home building at Sovereign Harbour.

07 June - Marine Conservation Society - I thought
I'd draw your attention to this organisation because they have a very
informative web site
and because we all live so close to the sea, which could do with
more care and protection.
One of their campaigns 'Your
Seas Your Voice' seeks to give protection to two local areas;
The Seven Sisters chalk reef and The Royal Sovereign Shoals
sandstone reef. You can read more about these sites and cast a vote
for them on-line.

03 June - Stop speeding in your community - Sussex
Police have launched a campaign to raise awareness of the dangers of
driving at excessive speed. Among other things, the campaign aims
to:
● Encourage drivers to keep within the speed limit,
● Raise awareness of the dangers of speeding,
● Involve the community in speed reductions.
A car rear window sticker has been issued. You can get one
from your
local neighbourhood Police officers.

03 June - Free computer course at Sovereign Harbour. 'Myguide'
computer sessions are being offered by the East Sussex Mobile Office
on Tuesdays, 2pm to 4pm Sovereign Harbour, car park opposite Yacht
Club.
Myguide is a collection of online tutorials that range from basic
computer skills to ‘Understanding shopping online’. There are
courses on job hunting, family history, eBay and many others.
They
are self-sufficient, online courses; the learner sits at a PC (on
the Office) and follows the on-screen prompts, or listens to the
words being read out via headphones. Everyone is eligible as long as
they are over 16 years. Come and give it go.

29 May - Ward Councillors support ‘more harbour housing’
report - Following on from last winter's public
consultation events,
The LDF Core
Spatial : Development Strategy Report was passed by EBC Cabinet
this week.
The Report sought the inclusion of options 2 & 3 combined in the
LDF Core Strategy that will undergo public consultation in
October. Option 2 includes the possibility of at least 150
additional homes in Sovereign Harbour.
All of our ward councillors were asked to oppose this report when it
came before the Planning and Cabinet Committees. Councillors Bloom and Tarrant (Morris) did not respond, nor did they
make representations to the committees. Councillor Salsbury did
respond but said that she was unable to comment as she was a member
of the Planning Committee. Rather a bizarre statement as the report
was sent to the Planning Committee for its approval before being
passed to the cabinet for consideration.
County Councillor, David
Elkin did respond, and did oppose the acceptance of the report at
the Cabinet meeting, but his arguments were ignored and the process
will now go to the next stage.
We have very serious concerns about the way the earlier consultation
events were organised, and the validity of the evidence used to
support the report’s recommendations.
Planning Policy PPS12, which is quoted frequently in support of the
report’s recommendation states: “Spatial planning underpins the
wider corporate strategy of the council and LSP in that it ensures
that strategies can be based on the community’s views and obtain
community buy-in”.
But then, the report put to ECB cabinet totally ignores the views
expressed by Sovereign Harbour residents. As an example, it
contains the phrase:
"Discounting the responses received at the ‘Neighbourhood 14 – Sovereign’ consultation event significantly reduces the level of opposition to Option 2, making it the most supported and least opposed option by the rest of the Borough",
which makes a nonsense of PPS12.
It became very obvious early in the process that Option 2, which
recommends that there should be further residential development at
Sovereign Harbour, was the preferred option, and this report seems
to have been written to reach that conclusion, irrespective of the
evidence and the results of the consultation.
As was made abundantly clear at our recent AGM, what our members demand
is not more housing, but the provision, without condition, of the
proper infrastructure (community centre, medical centre, green
space etc), so long promised and so long denied.
SHRA will
vigorously oppose any further residential development in the
Harbour, and will seek the support of residents.

28 May - SHRA AGM - Many thanks to the members
who packed the school hall for their Association's AGM on
Thursday evening. We were
delighted to see so many people attending and were pleased to also welcome Councillor
David Elkin and Eastbourne's brand new MP, Stephen LLoyd.
Among the matters raised were future development plans, road
adoptions, the Sovereign Harbour Trust, and the need for green
space, children's amenities, medical centre and
community centre.

11 May - Water feature video - A two minute PR

London of the official opening ceremony of the
South Harbour's water feature has been found on the internet. I am
not sure of the year, perhaps 2004 or 2005? Interesting to see how
proud Westbury Homes are of their £2 million construction.
It is
a shame the water feature has suffered from repeated acts of
childish vandalism
ever since, and
has not always been adequately maintained.

09 May - 2010/11 Devolved Ward Budget - once
again this year each of Eastbourne's nine council wards has been given £10,000 to spend on quick fix,
one-off works or initiatives to improve the lives of the residents. The funding, also known as
Councillors' Ward Budgets, needs to be allocated before 31st
March 2011.

Money from the 2009/10 allowance has been used in Sovereign Ward to
fund dog bins and rubbish bins, seating in Ramsey Way and
clearing the over-grown site at the back of Quebec and Galveston
Close, Further amounts spent included a contribution towards a
street gym in Kingsmere and start-up funding for a new Harbour
association whose aim is to "Establish, or secure the
establishment of, a Community Centre for the benefit of the
residents of Sovereign Harbour".
Already this year allocation has been set aside for the planting of
spring bulbs across the whole of the ward and trees in Queens
Crescent and Queens Road, plus some more bins in Langney Point.
You can offer suggestions on how the remaining money should be
spent in our ward this year by contacting a local councillor. So, if you
have an idea get in touch with the councillors and make a bid
now.

29 Apr - Message from Trevor Weeks, Director, East Sussex Wildlife
Rescue & Ambulance Service (WRAS), who SHRA support through
sales of The Crumbles Story.
Please find attached
details of
our expansion plans for a new Casualty Care Centre at Whitesmith.
These are exciting times for WRAS and we really need your help to
push us forward.
We really appreciate the help and support we have already received
from several local companies in donating items. We still need more
help and support; either people who can help construct partition
walls, plumbing, electrics etc or help with computer issues and CCTV
etc.
We also need donations to help fund the work and expansion, so if you
can help at all please get in touch. Anyone wishing to
make a major contribution to the centre is welcome to visit the new
site and have a look round and discuss the plans with me personally.

Are you aged between 13 - 19? Have you got a great idea to make a
difference to you and other young people in your community? Perhaps
you could do with some new kit for your local youth sports team, or you’d
like to put on a club night so there’s somewhere for you to go on a
Friday night? Well, now you can apply for a YouthBank grant to make
your idea happen.
YouthBank is a national scheme where you can apply for money, and
other young people decide who to give the money to. There is a local
YouthBank in East Sussex.

12 Apr - Today's job? - Bird feeders, tables
and baths should be regularly cleaned to prevent a disease that is
being blamed for the deaths of greenfinches and other small birds. The contagious parasite trichomoniasis is said to be flourishing in wet conditions. The
British Trust for Ornithology say dirty feeders and infected bird
baths are spreading the disease that has killed a fifth of Britain's
greenfinches in recent years.

08 Apr - New discount for SHRA members - Harbour
resident and qualified and registered Counsellor, Tory Macdonald,
has just re-launched her 'Listening to You' practice in
Eastbourne and is now able to offer professional counselling in the
Harbour.
SHRA members are offered a 10% discount, as well as a free half hour
introductory session which can then be extended to a full session if
desired. Any subject can be addressed, including depression, family
or work issues, bereavement, relationship problems, confidence,

Apr - Call for Site 11 improvements gain local councillor support - In
response to SHRA's recent letter to Premier Marinas about Site 11 (see
below), Sovereign ward councillor Susan Morris, who includes
tourism and leisure among her portfolio of responsibilities, has
emailed us to say that she has written to Premier to offer her
support in enhancing this area and asking if she could help arrange
meetings between Premier and EBC's new head of service for Tourism,
Culture and Leisure.
SHRA welcome this move as any plans to make this area more
attractive and accessible will need the involvement of both Premier
and EBC.

28 Mar - SHRA calls for improvements to popular Harbour area - SHRA has written to Premier Marinas, and our three local
councillors, about the uninviting appearance of the land adjacent to
the west of the locks at the end of Key West, known locally as
Site 11.
The site, owned by Premier, is mainly composed of loose shingle and
is used partly as a car park. It has very steep approaches and an
uneven terrain, yet it serves as the main pedestrian link between
the harbour, the outer harbour promenade, and beyond.
We believe it should be properly landscaped with all-weather paths
and hand rails to improve access, make the most of its
location and enhance its use as a pedestrian link and a visitor
attraction.
Premier have acknowledged receipt of our letter. We will let you
know when we receive their full response.

independent organisation which gives a collective voice to the over
50s of Eastbourne, helping them to influence decision-makers on
issues which impact their everyday lives.

SHRA sends out a short emailed bulletin (ebulletin) to well over 700
people who have signed-up to our email distribution list.

26 Feb - Pacific Drive adopted at last - We have just
received the good news that Pacific Drive has at last been adopted
by East Sussex County Council.
This is the culmination of a long process of co-operation between
SHRA, ESCC Highways Officer, Graham Kemp, and Sovereign Ward County

►08 Feb - Police get mobile phones - The Neighbourhood Policing Team have been issued with mobile phones which they will carry whenever they are on duty. If they are busy the call will be diverted to the Hammonds Drive office, and then to voicemail.

05 Feb - Parking enforcement update - The
NSL Services Group
mobile patrol unit is making regular visits during the day to both
Atlantic Drive and Pacific Drive.
Eight penalty charge notices have been issued to vehicles parked on
yellow lines since December. Three penalty notices were issued last
weekend. Further weekend and evening enforcement is planned.
